Dr. Mark Roseman

CEO & Founder — The Toby Center

A child advocate since the late 1990s, Dr. Roseman demonstrates the need for collaboration in improving child outcomes for parents. In 2010, he created The Toby Center for Family Transitions based in Delray Beach, Florida — a major provider of supervised visitation services and reunification therapy.

He served as the Assistant Director for Child Access at the Children's Rights Council (CRC), Washington, DC (1998–2011) where he worked with his mentor, David L. Levy, Esq., CRC co-founder known as the "King of Joint Custody."

A father of three, Dr. Roseman earned his doctorate in Family Studies from Union Institute University with a specialty in therapeutic interventions for high conflict divorce and shared parenting.

About Dr. Mark Roseman

A child advocate since the late 1990s, Dr. Roseman demonstrates the need for collaboration in improving child outcomes for parents. In 2010, he created The Toby Center for Family Transitions based in Delray Beach, Florida — a major provider of supervised visitation services and reunification therapy.

The Center is designed to provide holistic clinical treatment, non-clinical child access services, and co-parenting education to improve child outcomes when parents separate.

A prolific writer and speaker, Dr. Roseman advocates research showing that child outcomes are most positive and long-lasting when parents fight less, use mediation methods for child custody and visitation solutions, and hire counsel who can best appreciate what is truly a child's best interest — not necessarily the interests of the litigants.

He served as the Assistant Director for Child Access at the Children's Rights Council (CRC), Washington, DC (1998–2011) where he worked with his mentor, David L. Levy, Esq., CRC co-founder known by many as the "King of Joint Custody."

A Journey Built on Child Advocacy

1998

Child Advocacy Begins

Begins working as a child advocate for joint custody, partnering with David L. Levy, Esq., co-founder of the Children's Rights Council (CRC) in Washington, DC.

2002 – 2008

Assistant Director, CRC

Serves as Assistant Director for Child Access Services at the CRC — developing training for supervised visitation and opening locations in Washington DC, Maryland, Connecticut, and Florida.

2008

Certified Family Mediator

Becomes a Certified Family Mediator in the State of Florida, deepening expertise in alternative dispute resolution for families in transition.

2010

The Toby Center Founded

Founds The Toby Center for Family Transitions in Delray Beach, Florida — named in honor of his mother, Toby Lundy Roseman.

2018

Book Published

Publishes Preserving Family Ties: An Authoritative Guide to Understanding Divorce and Child Custody (WestBow Press).

2019

Connecticut Legislative Panel

Appears at the State of Connecticut Legislative Panel on Parental Alienation Syndrome (February 5, 2019), advocating for legislative reform in child custody.
