Agency Contract Services & Fees

The Toby Center has provided services for parents seeking child custody and child access since 2010. Since 2013, we have expanded these services to child welfare agencies to assist placement of foster care children with their biological parents.

Services Provided

What We Offer to Agencies

All services are delivered by licensed clinical and experienced non-clinical independent contractors who meet Toby Center and Florida state guidelines. Agency referred cases are specially designed to assist case managers and supervisors with child reunification and family strengthening.

Referral Requirements

Referrals require complete documentation. The following information must be included:

  • Signatures of financial authorization and identified services
  • Clearly stated reasons for service request and case goals
  • Presence of domestic violence or child abuse history
  • Criminal history (alleged and pending charges)
  • DCF/CPS and related agency history
  • Psychological status and evaluations
  • Complete client background information
Client Intakes

Intake Fees

An intake is required for all services prior to scheduling. The intake process allows clients to share concerns, clarify treatment goals, and review Toby Center policies and procedures.

$180 per parent/guardian
Clinical Services

Therapeutic Visitation & Family Therapy

$195 per parent/guardian & per child (as needed)
Mediation

Mediation & Parent Coordination

$199 per parent/guardian

* Virtual and phone service fees are the same as in-person fees.

Service Descriptions

About Each Service

A brief description of each service offered through our agency contract program.

Standard Supervised Visitation

Parenting time where a neutral third party (Family Monitor) facilitates to assure the physical and emotional safety of all parties including children, primary and non-custodial parents. Family Monitors observe and document all interactions.

Therapeutic Supervised Visitation

Utilizes the process of supervised visitation with the added therapeutic skills of the facilitating therapist. Often used when a parent has been long absent from the child's life, or when the child may have observed domestic violence.

Monitored Child Exchange

A neutral third party facilitates the safe transfer of a child between parents when the parents are not yet ready for a normal procedure. Neutral locations are selected by the Family Monitor for exchanges.

Virtual and Phone Visitation

Zoom, FaceTime, Skype, and similar platforms as well as monitored phone visitation are treated as face-to-face visitation services. Standard and therapeutic visitation procedures remain the same.

Child Reunification Therapy

A unique therapeutic intervention to help children estranged or alienated from the absent parent. Clinicians work to disengage obstructionist parents, address children's hesitation, and make court recommendations to improve child outcomes.

Mediation

The process by which both parents discuss their goals and create a co-parenting plan. The Mediation Agreement (MSA) provides detailed understanding for sharing parenting obligations, expenses, holidays, and recreational activities.

Parent Coordination

Incorporates mediation goals with forward conversation and therapeutic strategies to help highly conflicted parents create a road map for raising their children after separation. Empowers both parents to identify their special role in their children's lives.

Toby Center Staff

Provider Standards

All Toby Center services are provided by independent contractors who are recruited and trained to meet Toby Center standards. Background checks are required prior to contracting.

Clinical Staff

Hold current professional licenses in the State where the service is provided.

Mediators & Parent Coordinators

Registered with the State of Florida ADR Department or Circuit Court.

Family Monitors

Trained and experienced facilitators meeting the standards of the Clearinghouse on Supervised Visitation (Florida State University School of Social Work) and Supreme Court of Florida Guidelines.
